How did the devices obtain the rights to Windows 10? Are the devices licensed for Windows 10 in your current Microsoft VL agreement or were they part of the free upgrade period? I suspect the answer is no it's not legal, although it could be argued they have already been upgraded to Win 10 within the 1 year window, so yes it's OK to re-install the same OS. I can't find any mention of this specifically in the documentation and our rep doesn't seem to get it. Remember, activation and licensing are completely different things. There just isn't anyone in licensing trying to actively stop you (no cop trying to pull you over). Nobody in MS licensing is saying it's okay. Well technically, it's like I know the law says I'm not to speed but there is a law enforcement officer saying it's ok. I know the speed limit, it's my decision to pay attention to it or to ignore it.
